The Enforcement Directorate (ED) officials conducted simultaneous raids at about eight places in Bengaluru, Mandya and Mysuru as part of investigations into money-laundering arising from the alleged scam in the allotment of housing plots in Mysore Urban Development Authority (MUDA).

The agency targeted builders and officials after its preliminary inquiries led the sleuths to them. Sections of political leaders had alleged the scam was worth thousands of crores while calling for high-level investigations.

The ED’s Monday raids covered a builder and two former commissioners at MUDA, among others.

The agency had, on October 18, conducted searches at the MUDA office in Mysuru two weeks after registering an enforcement case information report (ECIR) into the complaints of widespread irregularities in the government body in the allotment of pricey housing plots.

MUDA is an arm of the government which acquires land from private landowners, forms housing layouts and, allots them to applicants based on their seniority as part of a broader mandate to ensure orderly growth of the city. Things came to a head for the Congress regime after allegations swirled that hundreds of people unlawfully benefited from the MUDA’s ad hoc policies that had no sanction of law.

The ED officials had questioned six top MUDA officials recently and asked them to bring certain papers.

The ED’s ECIR, equivalent of a Police FIR, came about within days of the Lokayukta Police in Mysuru registering an FIR against Chief Minister Siddaramaiah and three others in a case of alleged unlawful allotment of 14 housing plots in the same city to his wife Parvathy. The FIR, registered following a court’s orders, names Siddaramaiah as the first accused and his wife as the second. Brother-in-law Mallikarjunaswamy and Devaraju, the landowner who sold the plot, have been named the third and fourth accused, respectively.

An RTI activist who is also a complainant in the MUDA scam, appeared before the ED team on Monday and gave a statement. The builder whom the ED raided on Monday, the activist said, was involved in monetary transactions in the site allotment at MUDA.
