NITI Aayog to undertake evaluation of MGNREGA

The government will soon undertake the evaluation of the rural employment guarantee scheme, the Mahatma Gandhi National Rural Employment Guarantee scheme, to assess the impact of the scheme on the ground.

The Development, Monitoring and Evaluation Office (DMEO), an attached office of NITI Aayog, has invited bids for evaluation of Mgnrega, 2005 and is expected to award the contract by December 10, 2024.

The consultant will be selected through a two-stage selection process comprising technical and financial bids to be submitted separately.


The duration of the study will be six months from the date of signing of the contract.


“The consultant would undertake comprehensive research on the secondary data and extant literature. It would undertake a field survey of a minimum of 20,065 households (HHs), and other qualitative interviews spread across 14 states using computer-assisted personal interviews (CAPI),” DMEO said.

The household survey will relate to the last five Financial Years (FY 2019-20 to FY 2023-24).

In the first stage, a technical evaluation will be carried out based on which a list of short-listed applicants shall be prepared.

In the second stage, a financial evaluation will be carried out and proposals will finally be ranked according to their combined technical and financial scores.

“The first ranked applicant shall be selected for negotiation,” DMEO said in the request for proposal (RfP) document floated to invite bids from both national and international entities eligible for such evaluation.

As per the RfP, the consultant shall form a multi-disciplinary team for undertaking this assignment. This would include a team leader, a monitoring and evaluation specialist, a rural development expert, a labour specialist, an infrastructure specialist, a statistician, and a data management and analytics specialist along with a content writer.

All key personnel, except content editor will be deployed for the entire duration of the evaluation study, it said.
